		<description>Isn&#039;t it about time that we developed a &#039;national distribution grid&#039; for water.  This will get clean, healthy water to all areas of the country and shortages will become a thing of the past.  Granted, there will be a large cost initialy, but surely the benefits make it worth it.</description>

This technique is known as rejection-then-retreat and also yields very good results.</description>
